Gulf Partnerships and Somali Security Assistance
Training, finance and port deals from Gulf partners — and the coordination problem they create for Mogadishu.
Gulf states are now among the most important security partners Somalia has. This article maps training, finance and infrastructure deals against the government’s own plans, and against one another.
The aim is not to rank partners or to tell any capital to leave. It is to show where overlapping offers create gaps in command, doctrine and accountability. A unit trained to one standard, paid from another budget, and posted under a third chain of command is not a building block. It is a future dispute.
Port deals sit in the same picture. Security assistance that arrives with commercial rights attached is not a gift. It is a bargain, and it should be read as one by the officials who sign it and by the public who will live with it.
Mogadishu’s coordination problem is therefore political as well as administrative: who is allowed to accept a package, who has to be informed, and what happens when two friends of Somalia want opposite things in the same district.
